Home Information Packs (HIPs) will Have a Negative Effect on Older Buildings
The introduction of Home Information Packs will "severely damage" old and listed buildings and the health of their occupants, a leading heritage body has warned. A new energy ratings system for properties that are put on the market will lead house sellers to make "misguided attempts to save energy" that will be detrimental to older houses, it is feared.

Minister Eyes Low-Energy Home Support
Housing Minister Yvette Cooper has announced a grant scheme designed to help people improve the energy efficiency of their homes, in line with the new energy performance ratings. Energy Performance Certificates (EPCs), which are part of the incoming Home Information Packs (HIPs), rate homes from A – G in a similar way to the existing EU Energy Label for household appliances.

Property for Sale Increases in Leeds, Wakefield and Wetherby as HIPs Approach
Ed Mead, a Director at Douglas and Gordon stated in an article in the Daily Telegraph on the 22nd March bemoaned the fact that house sellers were not contacting agents to put their properties on the market. That may well be the case in London but we have to tell Ed Mead that this is not the situation in West Yorkshire.

Qualifying as a Domestic Energy Assessor
From 1 June 2007 those carrying out Energy Performance Certificates on residential properties marketed for sale must be registered members of a Domestic Energy Assessor Accreditation Scheme. Similar accreditation for those involved in commercial property energy assessment will follow.

95 Days Until HIPs are Here
It is now just 95 days until Home Information Packs (HIPs) become mandatory across England and Wales. While their journey hasn’t been smooth, HIPs are set to transform the house buying and selling process for all involved, reducing the high number of transactions that fall though each year, costing in the region of £1 million a day.

The consultation document sets out the role of HIPs in the wider reform of the home buying and selling process, as well as detailing how the DCLG intends to ensure the smooth introduction of HIPs on 1st June and how they will take account of information from the area trials.
